HB626 Restraining of Dogs, also known as the Tethering Bill. This bill pretty much died in the house after being referred to the Committee on Wildlife Resources. It is expected to be pushed again next year, if you live in Hoke, Robeson, or Scotland County please contact Rep. Douglas Yongue and express your opposition to this bill as the sponsor he can be key in bringing this back (or not bringing it back) in May 2010. Rep. SB515 (H1253) Prohibit Penning of Wildlife, also known as the Fox Pen Ban. This bill is also held up and will not be reconsidered again in 2009, however it may be re-introduced in 2010? Fox pens are a safe way to run foxes, fox hunting outside of a pen can cause dogs to get lost, stolen, or run over crossing roads which also is a hazard to drivers. Fox pens are regulated by the NC Wildlife Resources Commision, provide places of escape for the fox to hole without being caught. The escape places are constructed to save the fox whereas in the wild foxes den and hole up in places where dogs often get to them killing them. While it is a fact that foxes are caught wild hunting and pen hunting it is less common in the pen and ultimately is safer for the hounds to keep them from trespassing, or crossing roads. A fox pen ban will not stop running of foxes with dogs but will increase the mortality rate of hounds and foxes alike and will cause trespass issues with otherwise law abiding hunters as they try to retrieve their hounds. The Mountain Heritage Çenter at Western Carolina University will be having an exhibit opening on Plott Hounds; bear, boar and coon hunting on October 8, 2009. WCU will be sending invitations to all Coonhunting Clubs in Western NC. This is expected to be a travelling display and is hoped to visit Raleigh, NC in 2010.

NCCHA supports Scout Hunt-N-Fish Day 2009 in Seagrove, NC
Chris Herring and son Matthew Herring visited Camp Woodfield and the scouts of the Old North State Council in March to make a presentation about the sport of Coonhunting. The event was a round robin format wth groups of 6 to 12 scouts and leaders stopping by every 45 minutes to hear about our sport and the dogs that make our sport so enjoyable.
Other groups presenting included the US Sportsmens Alliance, Quality Deer Management, Gander Mountain, and the NC Wildlife Resources Commission. The event ended with a presentation of door prizes, our association donated 6 DVD copies of "Where the Red Fern Grows" for the door prizes.
